Rezoning, File No.: ZBA 2009-0018

5, 11, 19 King Avenue East, 57 Mill Street South and 28 Emily Street, Newcastle

F & I Gateway Investments Inc. have submitted an application to rezone the subject properties to a “General Commercial Exception” zone appropriate to permit a retail commercial establishment and associated on-site parking area.  This will be the first step in a development review process which will seek to relocate the existing Shoppers Drug Mart in Newcastle to this site.  The combined properties measure 0.34 ha in land area and are intended to facilitate a 1,406 sq. m. (15,130 sq. ft.) Shoppers Drug Mart pharmacy/retail store.

A public meeting has not yet been scheduled for this application.

Bowmanville Investments Inc.(owners of the future Bowmanville Wal-Mart) have submitted an application to rezone the remaining portion of their 11.9 ha property for the following items:

  •        Remove all holding symbols from the various zones across the property;
  •        Permit a motor vehicle repair garage use within a large format retail store; and
  •        Permit a year-round garden centre, which abuts a large format retail store, to a maximum of 2,150 sq. m.

These requests will accommodate the timely development of the rest of their property and will provide increased flexibility in the attraction of tenants to occupy the site.

RECENT APPROVALS

Planning Application Fees

On December 14, 2009, Council of the Municipality of Clarington approved the recommendations of Planning Staff’s report PSD-116-09 which provided for planning application fee increases and a few new fees. The majority of the increases were restricted to a 3% increase in 2010 (over 2009) and a 3.25% increase in 2011 (over 2010). Dianne Woodley - 8673 Woodley Road, Darlington

Approval was granted on December 14, 2009, for a Minor Site Plan Application to permit the construction of a second-story addition to a single detached dwelling as well as a new porch, new garage and in-ground swimming pool within the Oak Ridges Moraine.  Construction is scheduled to begin in the spring of 2010.

Let’s Have a Discussion…Improving our Built Environment and the Planning Process

On December 9, 2009, Planning staff hosted the public information session for the second discussion paper of the Official Plan Review process.  We thank the many residents who braved the snow/rain storm to attend. 

We heard lots of positive comments about the Discussion Paper and the Official Plan Review as a whole.  Residents asked questions about the Paper as well as about other topics including residential growth, employment needs, servicing the industrial lands, and property specific questions.

HERITAGE BUILDING RELOCATIONS APPROVED IN PRINCIPLE

On December 14th, 2009 Council approved, in principle, the relocation of two heritage resource buildings on Beaver Street South. The cement block houses, located at 49 and 63 Beaver Street South, were built circa 1905 by John Hall, a prominent builder and contractor originally from Orono.  The April 1905 edition of the Orono Times indicated that Hall had purchased the property on the east side of Beaver Street, south of the old Massey factory from R. Warren for $1,500 with the intention of building two homes. Hall built most, if not all of the cement block houses in Newcastle, Orono and the former Township of Clarke. The cement blocks were probably made on site and the ornamental pieces over the windows in these homes were also made by Hall. 

These buildings are recorded in the Clarington inventory of built heritage resources and are listed on the Municipal Register of Properties of Cultural Heritage Value or Interest as non-designated properties.  Properties that are listed on the Municipal Register can only be removed from their sites upon Council’s approval, in consultation with the municipal Heritage Committee.   

The owners of these buildings are proposing to have the houses relocated in order to accommodate a potential expansion of the IGA store and associated parking area.  Norman and Tenzin Gyaltsan consulted with the Clarington Heritage Committee on the proposed moves and the Committee has supported their request.  The house located at 49 Beaver Street South is proposed for relocation to Edward Street East and the house located at 63 Beaver Street South is proposed for relocation to George Street East.  Council approved the moves in principle subject to conditions. 

The properties will be removed from the Municipal Register on the day prior to the moves and will be placed back on the Municipal Register on the day after the moves.  

PLANNING STAFF UPDATE

Meaghan Harrington, has been promoted from the Junior Planner position to temporary Planner in the Development Review Branch, effective November 16th. Meaghan will be covering Tracey Webster's maternity leave.

Amanda Hoffman, who comes to us from the Community Services Department, will joined the Planning Administrative staff on Monday November 30th as a temporary Clerk II. 

CHRISTMAS HIATUS

The Clarington Planning E-Update will take a short hiatus over the holiday season.  After this issue, the next e-update will be released on January 21st, 2010.
